E-VOTING ON THE INTERNET IS USED TO ENACT
THE NATIONAL INITIATIVE FOR DEMOCRACY

May 28th, Arlington, VA – Former United States Senator (1969-1981) Mike Gravel announced today, “With the click on a computer, American governance takes a leap forward into the 21^st Century.  First, by giving Americans the security and convenience of e-voting nationally; and second, by giving them the opportunity to fundamentally restructure their government into a real democracy –– a government ‘by the People’ –– with the enactment of the National Initiative for Democracy.”  

Senator Gravel’s National Initiative brings the People into the operation of government as lawmakers.  The Senator said, “For the first time in U.S. history Americans will be able to vote electronically in a national election to empower themselves to make laws that will truly address the public interest, since they are the public interest.”  

The National Initiative is a legislative package that includes the Democracy Amendment that 1) asserts the constituent sovereignty of the People to make laws, 2) outlaws monies not from a natural person and 3) legalizes the self-enactment process of the election; and the Democracy Act that provides the People with deliberative legislative procedures and an administrative agency –– the Electoral Trust –– to implement those procedures on behalf of the People independent of representative governments. 

Philadelphia II, a nonprofit corporation, is conducting this national Internet election on behalf of the American People because the Congress refuses to dilute or share its legislative power with the People. 

The Philadelphia II election follows the same self-enacting process of Article VII of the Constitution where the Framers in 1787 circumvented the 13 State governments opposed to ratification. Similarly, Philadelphia II follows the precedent established in Article VII to circumvent the Congress permitting the People to empower themselves directly.
